DISCUSSION:
Reliable operation of the heat supply system is essential to ensure good quality life for the citizens. Elimination of emergency risks during the heating season is an important task for relevant organizations and really should be part of the state policy. For this, timely and well-coordinated preparation of the heat supply companies, heat grid companies, and heat consumers for the heating season.
Today, the municipal-housing and heat-energy sectors face difficulties associated with the consumers being unsatisfied with the quality of the services they get. What’s more, the industry is still using the standard-based charging method, as heat energy metering units are not used widely enough. Besides, the heat supplying system infrastructure and the heat receiving equipment at the consumer end lack investment.
According to the data provided by the Russian Federal Statistics Service, over 30% of heat networks have to be replaced, which is about 50 thousand kilometers of pipes. The main reason behind such a high percent of grids in unsatisfactory condition is ineffective budget allocation in regions and municipalities.
The participants of this event will talk about the urgent issues and possible ways of solving the problems associated with outages in reliable heat supply to consumers.

Establishment of united centers to make sure that municipalities, resource suppliers, and management companies are ready for the autumn and winter season.
Update of operation standards as regards to head supplying facilities and heat consuming equipment.
Tools used to attract investment to reconstruction and development projects in the heat and energy sector.
Effectiveness and balance enhancement as regards to the state support arrangements associated with upgrade of the sector.
Import substitution of equipment for technical upgrade of heat supplying systems.
The Union of Electric Energy Producers and Strategic Investors for Electric Power Industry will present their research data and experience apropos enhancement of heat supply reliability for consumers.
